Welcome to the eleventh edition of the Umbrian Mug. This edition covers the month of February. If you know of a Kingdom member who isn't getting the Umbrian Mug, please let me know so that I can rectify that situation.

BANNER WAR!!!
Banner War approaches! All Adrians are invited to attend the Imperial Banner War, May 28th - 31st, in beautiful Flagstaff, Arizona! Umbria is hosting this event at the Coconino Fairgrounds (2 miles south of Flagstaff on I-17). This is a lovely wooded area next to several buildings (kitchen, meeting hall, and BBQ kiosk) reserved for OUR use! We are also looking into using the nearby Archery Range. Old-timers may remember this as the site of the '95 Banner War. There are plenty of campgrounds, bathrooms and showers. There are also plenty of hotels in Flagstaff. We are welcoming all groups (Domains, clans, ships, etc) to host a small part: A lunch, tea, party, etc. There is plenty to see in the nearby area, so you might want to come a few days early or stay a few days late. Flagstaff is known for its delightful downtown as well as the beautiful hiking, biking and fishing in the area. Nights can be nippy, so bring warm garb. Site fees have yet to be determined, but will include a Saturday Night Feast. We look forward to warmly welcoming Adria back to Arizona. Volunteers are always welcome! A Message from the Thrones of Umbria!
Greetings to all of Our beloved populace!
February blessed Umbria with great weather, good debate and new friends! At Our Kingdom Tourney, we formally recognized Sir Rashalak as the Kingdom's newest Viceroy. His Viceroyalty, Le Croix de Fir, will be located in the Tempe/Mesa area and should be having a Viceroyalty Tourney in the next few months.
We were also pleased to create the first Royal Order--the Royal Order of the Dolphin--and make Sir Iain Duncan McIntosh the Premiere member of the Order. The Royal Order of the Dolphin is for Umbrians who have shown great prowess in diplomacy, assisting members, Estates or organizations to resolve disagreements or improve relations. Sir Iain has been instrumental in improving relations between the Kingdom of Umbria and the Kingdom of Pembroke in the HMR (Historical Medieval Recreations) organization.
Speaking of Pembroke, We have opened discussions with King Tristan and are planning on a joint Spring Feast sometime in mid-April. We hope to have a joint Tourney as well.
We were most pleased at the order and camaraderie shown at February's Estates Meeting. Discussions were calm, adult and constructive. However, We feel that some streamlining of procedures and protocol needs to occur in order to ensure that all Estateholders understand their rights and responsibilities at Estates Meetings and that it is the intent of the Crowns to protect those rights. Therefore, We put forth the following Royal Proclamation:

Estate Meeting Procedure Protocol.
In order to streamline discussion and debate at Estates Meetings, and to explicitly delineate the rights and responsibilities of Estateholders, We hereby state the following:
1. Estates Meetings are managed by the Royal Chancellor. He is in charge of preparing the agenda, stating proposals, tallying votes, restoring order, transferring control of the floor from one speaker to another, calling the meeting to order, etc. The Royal Chancellor serves at the pleasure of the Crowns and the Estates.
2. The Estates Meeting is controlled by the Estates. If the Estates wish to vote on a procedure, table it, amend it, etc., they have the right to do those things.
3. "Robert's Rules of Order" is often used to confuse Estateholders and limit their rights. Its jargon is unnecessarily obscure, intimidating and unnecessarily formal. Therefore, it is hereby abolished from Umbrian Estates Meetings, to be replaced by the following simple procedure:
a. The proposal is read aloud by the Royal Chancellor.
b. The Chancellor asks if there is any opposition to the proposal. Opposition may be ANYTHING, including that an Estateholder does not understand the proposal, has questions about the language of the proposal, the implications of the proposal, the reason for the proposal, the effect of the proposal, doesn't like the proposal, etc. If there is no opposition, the proposal passes.
c. If there is opposition, those Estateholders in opposition to the proposal caucus in order to summarize their opposition to the proposal. The opposition group should select a spokesperson. Those in favor of the proposal are welcome to likewise caucus to summarize their support of the proposal as well as select a spokesperson. The Estates then reconvene and each spokesperson states their key points, with the opposition going first. If the Estates wish (by a majority vote), they can forgo caucusing and simply have open discussion. The caucusing mechanism is only a suggested tool for streamlining discussion by encouraging the Estateholders to summarize their points in favor or in opposition to the proposal.
d. IMPORTANT: At any time during the proposal's discussion, any Estateholder may request "Move to Vote" at their turn to speak, which means that the Estateholders then vote on whether they wish to vote on the proposal. I know that sounds confusing, but it does not mean that all discussion must end at that point. IT DOES NOT MEAN THAT THE PROPOSAL MUST BE VOTED ON AT THAT TIME. It only means that the Estateholders vote on whether discussion of the proposal should end and that a vote on the proposal should be taken.
e. Until the Estates decide to vote on the proposal (by a simple majority vote on a "Move to Vote"), they may continue their discussion, caucuses and debate as long as they wish. This is the right of the Estates and MUST be respected.
f. When a "Move to Vote" has been approved by the Estate, the Chancellor then asks the Estates to vote on the proposal. The vote can be in favor of the proposal, in opposition to the proposal, to table the proposal until the next Estates Meeting (for whatever reason), or to send the proposal to a committee headed by the author for a rewrite (based upon the discussion of the Estates) to be presented at the next Estates Meeting: YES, NO, TABLE, COMMITTEE. Those are the votes. The vote can be by hand or by roll call, at the preference of the Estates (decided by a majority vote).
Simply put, a proposal should be read, discussed and voted on. We hope this helps Estateholders feel that their opinions are valued and heard.

Kingdom Event Report!
The February Kingdom Tourney was held on the 20th, at Cactus Park. We had both Combat and Arts Tourneys.
The Combat Tourney was run by Sire Keara Craig, the Royal Minister of War & Joust.
The Knight's Renn List was won by Sir Adon Dragoon.
The Knight's Steel List was won by Sir Iain.
The Arts Tourney was run by Sire Serene, who reported the happenings of the Tourney as follows:
This month's Knight's List entries were a Bardic, Calligraphy, Embroidery, and a Crafted Rosary. The win went to Sire Serene, for the Rosary. Of note, Sire Serene received a perfect 30.
Sire Serene would also like to thank our new cross-over members from Avalon for helping in the smooth running of this Tourney:
Terianna, Nectur, Arianna and Alayvia all assisted as either Scribes or Judges.
Canton of Thunar Tourney Report
As for the February Canton Tourney, which was held on the 3rd, it was a fine night. The Combat was fierce, with the Knight's Renn List Win going to Sire Drake Lyttle (again!).
There was no Arts Tourney, due once again to the lack of Artisans and their entries.

Three Huzzahs To...
Their Royal Majesties, Queen Roawyn and King Duriel, for receiving the title of Imperial Lady and Lord Baronette. This honor was bestowed upon Their Royal Majesties by the Tsar of all the Adrias, Stefanus Imperator and the Tsarovna of all the Adrias, Katayana Imperatrix, at their Winter Court.

Estates Meeting!
The next Estates Meeting will be held at the Kingdom Tourney on April 17th, at 2 p.m. All Estate Holders are requested to attend or send their written Proxy.
Collegium Announcement!
The Royal Physiker's Collegium, scheduled for the February Kingdom Tourney, has been moved to the March Kingdom Tourney. This will be held at Deer Valley Park, and is being hosted by the Canton of Inverness, His Excellency Lord Sir Iain Duncan Mackintosh.

March 13-14th, 1999, in Avondale, there will be an SCA "Kingdom Rapier Collegium". This event's information is as follows:
Come one, come all, Rapier Fighters or not, the Kingdom of Atenveldt's annual Rapier Collegium will be held the weekend of March 13 and 14, 1999, sponsored by the Barony of Sun Dragon. Classes in history, Arts & Sciences, philosophy, theory and of course, lessons in Rapier fighting, beginning to advanced will be taught. By popular demand, the class for Rapier Fighter Consorts will once again be held. This class will be held to enlighten the non-fighting Consorts of Rapier Fighters, with the history and terms of Rapier fighting. Classes will be held both days Saturday and Sunday. A Tournament will be held, on Sunday for those who attended and paid the site fee on Saturday. The site fee will be $20.00 (includes a manual and morning snacks and the Revel) for all Rapier Fighters and FREE for the non-fighting Consorts who attend with their Rapier Fighter. The site opens at 8am, classes start at 9am and closes at 6pm, with a lunch break in between. This is a dry, no smoking, and no pets or smalls site.{Editor's Note: Smalls = Hobbits! J} There are plenty of eating establishments within walking distance of the High School and to continue the camaraderie, there will be a free revel afterwards to be held at Maestro Diego and Maestra Deborah's home. Please do not bring smalls to the Revel, as it is not smalls proof. To get to the site, find your best way to 107th Avenue and Indian School Road at Westview High School, Avondale. For further info, please check with Maestro Diego, DWS, Autocrat of the event, 846-2395, before 8pm please.
FEAST!
It has been asked of the Kingdom to allow the Empire of Chivalry and Steel (ECS) to address the Populace with a Feast Announcement, which follows:
Greetings to the Populace of the Adrian Empire: I cordially invite you all to a Joint Friendship Feast, Saturday, October 9th, 7 pm at the Las Vegas Renaissance Fair. The ECS Feast-O-crat is Lady Dame Drawyna Lockhart na Maxwell. We are looking for an Adrian to help co-autocrat the feast. During the Feast there will be a Bardic Competition and a Joke Contest (Best and Worst). Prizes will be awarded. Site fee has not been determined as of yet. Thank you, Hope to see you there.

Message Concerning a Ministerial Change
This is to announce to the Populace that Sire Serene has been appointed the new Royal Minister of Arts & Sciences. She has been serving as an unofficial Deputy already, so she is prepared for this post. She is available at any event to answer questions concerning Arts & Sciences in Umbria.
A Message from the Royal Steward
The Crowns of Umbria have authorized a monthly "50/50" raffle to help generate money for the Coffers of Umbria.
The setup is simple: Two-part tickets, one part kept by the purchaser, the other part turned in to the collection box. At the end of the month, the winner will be drawn, and will receive 50% of the ticket sales. The other 50% will go back to the Kingdom of Umbria's Coffers to help offset the outgo of Kingdom funds. Winners need not be present to win, and anyone, including non-Adrians, may purchase a ticket. The tickets will sell for $1.00 each. All you have to do is put your Persona Name and Legal Name on the portion turned in to the Collection jar.
The Free Amazons have been asked to administrate this raffle on behalf of the Crowns of Umbria. They have already purchased the tickets necessary - the raffle begins at the Kingdom Tourney in March, with the first drawing at the April Kingdom Tourney. The Kingdom Tourney will always be the event at which the Winner will be chosen.

MINUTES OF THE FEBRUARY 20TH 1999 ESTATES MEETING
The Meeting of the Estates General of the Kingdom of Umbria was called to order on Feb. 20, 1999 at 240 PM.

The Combat Authorization proposal by Sir Duriel was changed to a guideline for testing that could not rise to the level of Law for a period of 6 months. After testing then the Crowns should approach the Imperium to have them make it an Imperial Law.

An open letter from the Free Amazons
A kidnapping! But of course...
For too long now, the Queen of Umbria, Dame Roawyn O'Riley, has languished in the bonds of captivity, being held by the nefarious Duchy of Aragon. Though treated well, and allowed to visit her Populace, our Queen has not been released from the clutches of the Duke and Duchess of Aragon by His Royal Majesty, the King, Sir Duriel van Hansard!
Nay, King Duriel has not lifted one finger in an attempt to ransom Her Royal Majesty, except to deny the requested price for Her freedom, and instead, to request payment for taking Her back!
When His vessel was demanded, the Indigo Rose, the King refused payment, and continued to allow the Queen to stay imprisoned, Her fate in the hands of Her captors.
Well, the Amazons will defend our Queen, and will secure Her release forthwith!
While visiting in the lands of Aragon this past weekend, We noticed a fair Maiden wandering without escort. Imagine the visions of vengeance in Our heads upon learning the identity of this Maiden, the Daughter of the Duke and Duchess of Aragon!
Naturally, a quick and decisive plan was enacted, and the Maiden was captured immediately!
Now she has been released back into the care of her kin, We, the Free Amazons, demand the unconditional release of the Queen of Umbria, in return for the continued wellbeing of the fair Maiden.
The Amazons have done what the King of Umbria seemingly could, or would, not! This bold action should move the Aragonians to return our Queen, else their darling Maiden will suffer in the Desert Copper Mines!
